The Payroll & Benefits Manager is responsible for managing the payroll, benefits, and other related employee programs for the organization.
Responsible for ensuring all payroll activities for all PUSH owned companies and divisions are completed timely and accurately including compliance reporting.
Manages benefits process, annual enrollment process, acts as the liaison with benefit broker(s), and ensures benefits and benefit reporting is administered to compliance standards for all locations.

* *Duties and Responsibilities:* · Responsible for payroll to ensure accurate and timely delivery of the company payroll.
· Research and comply with all laws applicable to payroll including federal, state, and local tax laws, garnishments, and wage assignments; and laws issued by the Department of Labor.
· Evaluate fraud risks and recommend and establish internal controls.
· Ensure government payments and payroll tax filings are disbursed timely and accurately.
Establish state unemployment accounts and state withholding accounts for new or previously closed accounts.
· Responsible for the quarterly and year-end reporting requirements / filings regarding benefits and payroll.
· Responsible for utilizing IT systems to their full capabilities and training for process optimization and reduction of non-value-added time.
· Oversee annual audits associated with the payroll function such as 401k and Unemployment Compensation.
· Responsible for Prevailing Wage reporting.
· Completes requests for verification of employment and earnings as it relates to payroll and benefits.
· Responsible for managing benefits for all company locations and working with location personnel to train and educate regarding benefits, roll out and enrollment processes for consistency.
· Responsible for administering the 401K plan and related activities such as collecting documentation for hardship and other disbursements, ensuring employees are automatically enrolled when eligible, maintaining records of enrollments, participant changes, preparing all year-end testing documents and working directly with third party resources.
· Provides training and education to field personnel and managers to improve time reporting processes for payroll and benefits.
· Establish efficient processes for enrolling and terming benefits and improving efficiency.
· Responsible for conducting internal audits and implementing corrective action to ensure compliance for payroll and benefits such as 401k plan and HSA funding.
· Responsible for the following compliance submissions: · 5500 reporting · SARs reporting (Summary Annual Reporting for ERISA Plans …401k, Sec 125) · Medicare notifications · EEO reporting · ACA tracking and reporting · Review and approve benefit vendor invoices.
· Responsible for the COBRA process administration and compliance.
· Track employee deductions compared to total premiums and adjusted deductions accordingly.
· Perform various data analysis and reports to assist in improving the organization.
· Recommend and implement initiatives and projects to continually improve the organization through service level improvements and cost reduction.
· Performs other duties as assigned.
*Education and/or Experience:* * *Education:* Bachelor’s degree in accounting or related field and/or an equivalent combination of education and work-related experience.
* *Work Experience:* Minimum of 5 years of payroll, benefit, or accounting experience working with multi-jurisdictions/multi states is preferred.
· *Industry Knowledge: *Prior experience with construction industry, prevailing wage, and seasonal work desired.
*Requirements:* · Previous experience as a Payroll & Benefits Manager, Senior Accountant, or similar role.
· Strong knowledge of benefit, payroll, and multi-state tax reporting.
· Strong knowledge of benefit administration, compliance, and reporting.
· ADP and/or similar payroll & timekeeping system proficiency.
· Proven experience in federal and state wage and hour laws including payroll, taxes, withholding, deductions, garnishments, and benefit reporting.
· Microsoft Office and Google Suite proficiency (excel, word, Google sheets etc.
) · Ability to maintain privacy (HIPAA) and confidentiality.
· Excellent attention to detail and analytical skills.
· Strong written and verbal communication abilities.
· Ability to work with employees at all levels.
· Ability to handle stressful situations and workloads.
· Ability to multitask efficiently.
